Balthazar's Aura, the AoE DOT one not the maintained enchantment, is available either in Droknar's Forge at the skill trainer or through the quest "The Lost Princess" (if you're a Monk, anyway) gained at Fisherman's Haven from Watchman Arad. It's one of the simplest quests there is because all you have to do is go to the Temple of the Ages, find an NPC, and go back again.
